The UI Designer for the Xbox 360, Wildchicken, is accepting feedback for the Xbox 360 Dashboard! I had a huge list of changes to suggest, but the comments already posted have covered all of the many gripes that I've had about it. So, if you have any great ideas, this is your chance to make a difference in the next iteration of the Dashboard UI.
